Two years ago, my family and I received extremely good news that I was selected by the Ministry of Education and Training of Vietnam to study abroad. Although studying overseas was my dream in early childhood, I was very surprised and overwhelmed when I got the information. It is the award for those students who have good academic results during 12 years of school and the entrance exam to Foreign Trade University.

Tongji University is one of the leading universities under the State Ministry of Education in the People's Republic of China. As a state key university, it has also been included in the State Project 211 and the 21st Century Education Plan of China.

East China Normal University (ECNU), located in modern metropolis Shanghai, is a key institution of higher learning under the direct auspices of the Ministry of Education. Founded in October 1951, ECNU has now shaped into a prestigious comprehensive University, influential both at home and abroad.

Japan Advanced Institute of Science and Technology (JAIST) was founded in 1990 as the first independent national university to carry out graduate research and education in science and technology at master and doctor levels. L’Ambassade de France au Vietnam soutient activement les programmes de mobilité développés par ses partenaires vietnamiens. Le programme de bourses « Pr. 322 » du Ministère de l’Education et de la Formation finance chaque année, le séjour de chercheurs, d’enseignants et de cadres économiques et administratifs. Entre 2001 et juin 2006, 183 boursiers de ce programme ont été accueillis en France dans des universités, des grandes écoles et des écoles doctorales de renom. Ils ont également bénéficié l’aide de la France tant dans la préparation linguistique et administrative avant le départ que dans l’organisation de leur séjour d’études en France.

Monash Faculties of Engineering and Science will: cover tuition fees for up to 10 weeks of English language training at Monash University English Language Course for Ph.D applicants who do not achieve the required 6.5 IELTS score but have an average score of at least 6 with no sub-band less than 6.0, and provide a bursary of $2500 payable to students in instalments at the commencement of the first and second semester of enrolment at Monash.

In 2006, among the 200 government scholarships for studying abroad under Project “Training State Officials Overseas by State Budget” (Project 322), the Ministry of Education and Training (MoET) has allocated some scholarships for specific countries. 30 scholarships are available for such countries as: The Netherlands, Belgium, Japan, Korea and New Zealand… MoET encourages students to consider undertaking PhD studies in New Zealand universities.

Every year the Vietnam Scholarship Program (VSP, or it is usually labeled as Project 322) select 200 students for post graduate study and about 50 students for undergraduate abroad. About 15% of these students apply to study in the USA.
