OVERSEAS TRAINING PROJECTS FOR STATE OFFICIALS (PROCEDURE FOR REGISTERING AND SUBMITTING APPLICATIONS TO OVERSEAS INSTITUTIONS)

In the decision agreeing to the selection of candidates by the Ministry of Education and Training for post-graduate training at overseas institutions under the state budget in 2006, it is clearly stated in which the country each scholarship candidate may register for study or research.

PROCEDURE FOR REGISTERING AND SUBMITTING APPLICATIONS TO OVERSEAS TRAINING INSTITUTIONS

In the decision agreeing to the selection of candidates by the Ministry of Education and Training for post-graduate training at overseas institutions under the state budget in 2006,  it is clearly stated in which the country each scholarship candidate may register for study or research. The Management Board of Project 322 will not change the country stated in the selection decision. Scholars will submit applications and the Project 322 office will process applications according to the following procedures:

  1. Each scholar may register a maximum of 03 applications to study in the country stated on the selection decision, this registration should be submitted in writing to the Project 322 office within 30 days of the announcement of the list of students selected for post-graduate study abroad. According to the general regulations, candidates selected for 2006 will commence studies abroad  in mid-2007.

    The address for submitting preferences is: Project 322 Office, Ministry of Education and Training, 49 Dai Co Viet, Hanoi.

    In order to determine their preferences for study abroad, candidates may seek advice from the Project 322 Office (e-mail: tien.phamsy@gmail.com and tdphuc@moet.gov.vn ) or from educational consulting offices including the representative offices of overseas universities in Vietnam.

     

  2. The 322 Office will discuss and agree with the candidate the order of priority of the three preferences which the candidate has registered in step 1.

    The decision regarding priority to be given to applications to the educational institutions will be considered based on the following criteria:

    • the quality of the overseas educational institution and the quality of the course of study evident through international evaluations and rankings
    • the fees for the course of study taking into account any fee assistance offered by the institution.
    • the capacity for study and research shown by the candidate
    • assistance offered by the overseas institution in regard to living allowances and foreign language training
  3. The candidate will submit their application to the 322 Office no later than 30 days from the date of announcement of the list of candidates selected for study abroad and may not directly submit applications to institutions either themselves or through any agent.

The application, in three copies will include:

  • Degree and transcripts, all translated into English and notarized.
  • Birth certificate, translated into English and notarized
  • Certificate of English proficiency (if a higher result is obtained subsequently, this result may be submitted as an addition to the application)
  • Application for Admission to and Educational Institution, form to be found on the website: www.vosp.org
  • 02 references from 02 experts (Recommendation for Graduate Study), form to be found on the website: www.vosp.org

For applicants for Doctoral Degrees these additional documents are needed:

  • Record of secondary school in English
  • Research proposal in English

For applicants for Undergraduate study these additional documents are needed:

  • Results of scientific and technical activities in English
  • Certificate of awards or prizea in English
  1. The 322 Office will forward the application of the candidate to the institution of first preference as agreed with the candidate.
    • candidates will be responsible for the fees associated with submitting an application.
    • The 322 Office may appoint a Vietnamese educational consulting firm authorized by the Ministry of Education and Training to undertake the procedure for submitting an application to and communicating with the foreign institution. The 322 Office will inform the candidate regarding this agent and will provide a letter to that agent authorizing them to work with the foreign institution and assist the student.
    • If the preference of the student is for an overseas university that has a Representative Office in Vietnam, the 322 Office will forward the student’s application to the  Representative Office in Vietnam and advise that student to contact the Representative Office.
  2. After reciving the letter of acceptance from overseas institution, the 322 Office will inform the candidate and undertake the needed procudure for the study overseas. If the institution of first preference does not accpet the candidate, the 322 Office will forward the application of the candidate to the other institution ofosecond or third preference as agreed with the candidate.
  3. If the candidate has not been accepted to study at a foreign institution within 02 years of the date of signing of the list of candidates, MOET will remove the name of the candidate from the list of eligible candidates.

Note: Until agreement has been reached between the 322 Office and the candidate regarding the priority for submitting applications to the candidate’s preferred institutions and until the authorization letter of the Management Board of Project 322 regarding the agent has been provided, the offer letter of the foreign institution has no value.
